The Salburuun Festival in Cholpon-Ata, beside Lake Issyk-Kul is held by Salburuunthe Kyrgyzstan Federation, a member of IAF since 2013. A conference was held in the course of this festival to include a meeting of the Asia Africa Falconry Federation (AAFF) which is encouraging sustainable falconry across Asia and Africa. 

IAF Represented at the Salburuun Festival

The IAF was well represented at the Salburun Festival which was held at Cholpon Ata on Lake Issyk-Kul in the Republic of Kyrgyzstan. This meeting is of real regional significance as it acts as a focus for falconers in the broad geographic area, with representatives from nations extending from China and Mongolia in the East to Georgia in the West. There was also good representation from Japan and Korea. It provided a forum for the IAF leadership to meet with all these representatives and to explain the work and purpose of the IAF.

Falconers within this region have limited contact with other falconers outside of the confines of the region and it is a real credit to our Vice President for Asia, Africa and Oceania, Bakyt Karnakbayev, to have opened access to these falconers and engaged them in the family of falconers represented by the IAF. To this end, he has established the African and Asian Falconry Federation (AAFF) and he compares this to the representation of North American falconers by NAFA and South and Central American falconers by the Union of Latin American Falconers. He has received support for this project from the Alganaas Club of Qatar.

The proposal is for the AAFF to incorporate regional falconers with similar falconry interests and traditions as well as language and religion. Bakyt Karnakbayev was elected President of this Federation and the AAFF will be incorporated into the IAF as an Interest Group. Apart from encouraging involvement and communication from falconers in this region, it will allow us to engage with falconers who have not yet become organized into a formal “club” and so are not yet eligible for IAF membership. This is particularly important as we work to engage the 30-40,000 Chinese falconers.

This Meeting also provided an important forum for Janusz Sielicki, IAF Conservation Officer, to present the Saker Global Action Plan Project to develop a Trust- Building Portal to Measure Use of the Saker Falcon, which the IAF proposes to fund and manage. The cooperation and support of falconers in the Saker Falcon Range States will be crucial to the success of this project.

The Salburun Festival provides an excellent example of an event which is designed to develop the traditional sports and stimulate interest in these activities. This is an important component of the development of Falconry as an intangible cultural heritage as required by UNESCO. The event incorporated activities such as racing with Kyrgyz Taigans (Greyhounds) archery and outstanding horsemanship, as well as falconry. The falconry events gave the regional falconers the ability to show their skills by displaying their birds and flying them to appropriate lures. This is the region of the “Bercutchi” and the undoubted skill of these falconers was on proud display. Our congratulations go to Almazbek Akunov, for his outstanding efforts in developing this wonderful event as well as for the incredible hospitality which was provided to all his guests.

Салбурун фестиваль дает прекрасную пример события, который предназначен для разработки традиционных видов спорта и стимулировать интерес к этой деятельности. Это важный компонент развития соколиной охоты в качестве нематериального культурного наследия, как того требует ЮНЕСКО. Деятельность событий включены такие какгонки скыргызскимитайганами,стрельба из лука и верховой езде, а также соколиной охоты. Соколиная охота события дали региональных сокольников возможность показать свои навыки, показывая своих птиц и летающих их в соответствующие приманки. Countries Attending

Traditional Knowledge

Traditional Knowledge is increasingly recognized as being a potential indicator of the conservation status of a species. In Central Asia Eagle Masters act as sentinels, recognizing population trends. They teach good husbandry and impart knowledge across the generations. Here Abdylkhak Turlybayev talks to the IAF Secretary. 

Abdylkhak Ata recently visited a fieldmeet in Slovakia and correctly identified the countries of origin of all the eagles present by looking at them. Every one of them had been captive bred for several generations.

The Conference

The conference was held in the luxurious meeting room of the Ruhk-Ordo Park of the Five Religions in Choplon-Ata on the northern shore of Lake Issyk-Kul, the Pearl of Central Asia. It was presided over by the President of the Salburuun Federation, Almazbek Akunov. Almaz has been prominent in halting a decline and in promoting understanding between the Central Asian falconers and falconers in the west.

The conference was carried out in the Kyrghiz language and in Russian, with translators provided for Arabic and English. President Almaz began by welcoming the honoured guests and introducing them, beginning with IAF President Adrian Lombard. Adrian presented IAF to a room that included many who had never heard of us. He described IAF's role in promoting and upholding a positive public image of falconry with specialist organisations which regulate or otherwise affect falconry. He concludede by saying:

"—IAF provides the voice for falconers, defending their rights and privileges. —We are the face of falconry at international conventions and conferences. —We safeguard the culture and practice of falconry, for you, for your children and, we hope, for their children."

Bakyt Karnakbayev who, besides being IAF's Vice President for Asia, Africa and Oceania, is also President of the AAFF, welcomed everyone and spoke with special reference to the importance of the UNESCO Intangible Heritage listing. As is the tradition in this region, each of the people present introduced themselves one by one. Klaus Leix of Germany stressed the importance of nations co-operating with IAF. Eagle Master Abdylkak Turlybayev expressed his joy at being there and spoke of the unity and brotherhood falconry and the oneness of falcon, horse, dog and man.

Mr. Ali Al Menshadi of the Qatari Society of Algannas addressed the meeting and posed several questions on international conventions that Adrian Lombard was able to clarify. IAF AC member Janusz Sielicki then described the new proposals for the Global Action Plan for the Saker and IAF's involvement in it (see eBulletin 5th August 2014).
